Frankly, Constellation was too smart for them both. Maryland's only hope is to create a public nuclear power authority to develop new nuclear generation. Testimony before the General Assembly last week ( the finance committee on Friday) confirmed we will have rolling blackouts in 2011. New nuclear sources will not be here by then but we must start now. Platitudes like "the cheapest kilowatt is the one not used" will not cut it. Remember they used no kilowatts in the Dark Ages and life expectancy was about 36. Without electric power life is short, brutal and unpleasant . Just watch "Sam Adams" on HBO.
